About the Role

At Orbis Procurement, we want candidates to feel confident to ask about the flexibility they need at work. This might be part time, remote working, compressed hours or job share. Any candidate who applies for a job with us can ask about flexible working at interview. In return, we will explore what is possible for the role.

We are proud of our agile working culture, including providing the technology to support remote working (such as light laptops and phones) where the role allows. Benefits include; generous leave which starts at 24 days annually rising to 28 days after five years, local government salary-related pension offered, as well as the option to join the car lease scheme and child care vouchers.

Orbis is a shared services partnership between Brighton and Hove City Council, East Sussex County Council, and Surrey County Council. Our purpose is to deliver greater value for our councils, residents and customers. We do this by generating efficiencies and exploiting the benefits of sharing people, resources and technology. As well as Procurement itself, the partnership covers Finance, IT, HR, Property Services, Revenues and Benefits, and Business Operations (the group that operates our Purchasing, AP, AR, and Pensions transactional support services).

Our aim is to grow our influence by working with like-minded organisations who believe as we do, that greater things can be encompassed through true integration and partnership working. Today, Orbis is the largest local government shared service partnership of its’ kind in the UK. We know that our people are our greatest asset and are the key to successful partnership working. We are proud of our public sector heritage and that our employees demonstrate expertise, passion, innovation and customer-focus in everything they do.

The role that we are recruiting to is in the Improvement and Development Team. This team is responsible for the delivery of projects across the scope of Procure-to-Pay, large and small, relating to all aspects of policy, processes and technology, aimed at ensuring the Service operates efficiently and is designed to deliver great customer value

The Change Specialist role will work closely with colleagues across Procurement and the other Orbis Services, and beyond into other collaborative and regional initiatives from time to time. Cross-functional working and matrix management is key to how we function as a service, and you will sometimes be asked to lead small project teams to deliver our programme of work

To be shortlisted for interview, your CV and personal statement will clearly evidence:

- Substantial experience in delivering process and/or technology-led change projects.

- Comprehensive knowledge of business systems development and/or process development.

- Sound understanding of the principles and practices of business planning and management.

- Experience in building strong stakeholder relationships with key service areas at a senior level.
